Think of consulting companies as the doctors of the business world. You go to see a doctor with a health problem, or sometimes you simply visit for a tiny symptom. The problem could be at several stages. Consultants are the experts who use data and hypothesis to get to the root cause(s) of the problems, advise the 'client' and sometimes work with them to implement the solution.
